Announced by January 1st, 2010, it quickly seemed that the law would never be ready in time in view of the difficulties raised by a badly conceived text and sometimes in contradiction with the laws of the European Union. Questioning the big monopolies that are the Frenchwoman of the Games and the Pari Mutuel Urbain, raising numerous problems to the casinos which cross an unprecedented crisis and accumulating the litigious points, the bill underwent numerous adjustments before being subjected to the vote of the Assembly and the Senate.  From his presentation in front of the Committee of the Finances in the end of July, 2009, Jean-François Lamour confirmed that the law would never be ready at the beginning of 2010. Finally examined by members of parliament of the National Assembly on Wednesday, October 7th, the law was the object of big discussions to be finally voted in first reading on Tuesday, October 13th. It’s shure that the calendar will not be held and the most pessimistic forecasts speak about an application in the beginning of 2011.
